Pertamina taps ABL for Cilacap refinery project

PT Pertamina let a contract to ABL Group ASA to deliver services for a project to improve asset management and maintenance for a modernization program at PT KPI's Cilacap complex in Central Java.

Indonesia’s state-owned PT Pertamina has let a contract to ABL Group ASA to deliver a suite of services for a project to improve asset management and maintenance as part of a broader modernization program at subsidiary PT Kilang Pertamina Internasional’s (PT KPI) 348,000-b/d Cilacap integrated refining and petrochemical complex in Central Java (OGJ Online, Dec. 19, 2024; Sept. 18, 2023).

Alongside conducting a physical asset verification of the Cilacap complex to update the registry of its entire 85,000+ refining assets, ABL’s scope of work under the Jan. 29 contract will include performing an equipment-criticality assessment, conducting a safety critical-elements identification, defining and assigning maintenance strategies, and optimizing maintenance plans for all maintainable items and packages at the site, the service provider said.

To execute the project, ABL said it will employ two of its proprietary software products, including Effio, a cloud-based master data build and optimization software for construction and connected deployment of an asset management strategy, as well as ePAV, a digital application that enables expedited and more efficient physical-asset verification,  warehouse and inventory auditing, operational data collection and auditing, and inspection surveys.

Without disclosing a value of the award, ABL confirmed the contract specifically covers Pertamina’s Cilacap maintenance master data improvement initiative (MMDIP), the primary objective of which is to ensure that all the complex’s maintainable items are correctly identified and accurately classified, with maintenance and assurance activities fully defined and ratified for the update of the operator’s computerized maintenance management system.

In addition to improving asset management practices at Cilacap, the MMDIP intends to increase efficiency and ensure reliability across the refinery, ABL said.

Aimed at strengthening Cilacap’s asset integrity management system (AIMS), the MMDIP comes as the operator’s initial step in adopting a more advanced and differentiated approach to asset management, according to Ahmad Rifqi Anda, PT KPI’s maintenance planning and support manager at Cilacap.

“This initiative is expected to enhance the reliability of our refinery and support the achievement of our operational targets," Anda said.

The MMDIP is scheduled for completion in September 2025, ABL said.

Existing AIMS application

Immediate details regarding the larger AIMS strategic initiative at Cilacap were not revealed, but PT KPI confirmed efforts were under way to further develop the existing AIMS application already in use—and last updated in September 2023—at the site in its 2023 annual report.

According to the report, PT KPI said it carried out a review and assessment to continue improving the AIMS application in November 2023 with the following recommendations:

  • Optimizing and enhancing the application dashboard.
  • Adding more tank, jetty, SPM, and pump parameter data.
  • Expanding library of equipment data accessible in the application.
  • Adding new modules and their respective data to the system.
  • Increasing the number of reports available via the application.
