Targa advances expansion plans for Permian basin gas processing

Targa Resources Corp. is further expanding its natural gas gathering and processing position in the Permian basin as part of the operator's strategy to meet growing demand from producers in the region.

In October 2024, Targa began service of its recently completed 275-MMcfd Greenwood II plant in the Permian’s Midland basin, the operator said in its latest quarterly earnings report on Nov. 5.

Alongside confirming startup of Greenwood II, the company also said it will add two new gas processing plants to its Permian operations in response to customer infrastructure needs as regional production continues to grow.

In the Permian’s Delaware basin, Targa will build the 275-MMcfd Falcon II plant, with the 275-MMcfd East Driver plant slated for construction in the region’s Midland basin.

The company said it expects to commission the Falcon II and East Driver plants, respectively, during the second and third quarters of 2026.

In an update to current projects, Targa said construction remains ongoing in Midland basin for the 275-MMcfd Pembrook II and East Pembrook plants, as well as for the 275-MMcfd Bull Moose and Bull Moose II plants in Delaware basin.

While the Bull Moose and Bull Moose II plants are scheduled to begin service in first-quarter 2025 and first-quarter 2026, respectively, the operator said it now plans to commission the East Pembrook plant ahead of schedule in second-quarter 2026.

The East Pembrook plant previously was targeted for startup in third-quarter 2026, Targa said in an August 2024 presentation.

The Pembrook II plant remains on schedule for commissioning in fourth-quarter 2025, the company said.

In a separate Nov. 5 presentation to investors, Targa said its 43 Permian gas processing plants have an overall processing capacity of 8.8 bcfd, including 4.7 bcfd in Midland basin and 4.1 bcfd in Delaware basin.

In other operational updates, Targa said it began operations ahead of schedule and under budget on its 400,000-b/d Daytona NGL pipeline in third-quarter 2024. The pipeline delivers NGLs from the Permian basin to the 30-in. OD Grand Prix segment of the common-carrier 550,000-b/d Grand Prix NGL pipeline system in North Texas for further delivery to Targa’s fractionation and storage complex in Mont Belvieu, Tex.

The operator additionally confirmed startup of its new 120,000-b/d Train 10 fractionator in Mont Belvieu during third-quarter 2024, with construction of the complex’s 150,000-b/d Train 11 fractionator still ongoing for anticipated commissioning in third-quarter 2026.

At Mont Belvieu, Targa said it also expects to complete reactivation of its jointly owned 135,0000-b/d Gulf Coast fractionator—which was idled in January 2021—by end-November 2024.
