Contract let for hydrogen unit at proposed Turkish refinery

STAR Rafineri AS, through a contractor, has let a contract to Technip SA, Paris, to provide technology as well as detailed engineering and procurement for equipment to be implemented at a hydrogen plant that will be built near the planned 214,000-b/d SOCAR Turkey Aegean Refinery (STAR) in Izmir, Aliaga, Turkey (OGJ Online, Dec. 14, 2010).
In addition to engineering and procurement services, Technip’s scope of work under the lump-sum contract will include delivery of its proprietary top-fired steam methane reforming technology for the hydrogen plant’s reformer, the service company said.
This latest supply contract follows a previous contract award to Technip for basic engineering on the hydrogen plant, which will produce 160,000 normal cu m/hr (3.84 million normal cu m/day) of hydrogen and high-quality export steam for use by the refinery, Technip said.
The service provider did not disclose values of either contract or its timeframe for execution of the project.
In addition to the hydrogen plant, the proposed $5.6-billion STAR refining complex will include a 66,000-b/d hydrocracker, a 40,000-b/d delayed coker, and a 28,000-b/d continuous catalytic regeneration reformer (OGJ Online, Jan 28, 2014).
The refinery also will include hydrotreating capacities of 20,000 b/d for naphtha, 26,000 b/d for kerosine, and 68,000 b/d for diesel.
The integrated refining and petrochemical complex—which secured financing in 2014 (OGJ Online, Dec. 16, 2014; May 30, 2014) and is to be built by a consortium of Spain’s Tecnicas Reunidas SA, Italy’s Saipem SPA, South Korea’s GS Engineering & Construction Corp., and Japan’s Itochu Corp.—remains on schedule for startup in 2018, Technip said.
