South Bow Corp., Calgary, has safely restarted the Keystone pipeline after receiving regulatory approval from the Pipeline and Hazardous Materials Safety Administration (PHMSA), the company said in a release Apr. 16.
According to PHMSA, South Bow restarted the Keystone pipeline at a reduced pressure on Apr. 14.
The restart follows South Bow's response to an oil release at Milepost 171 (MP-171) of Keystone on Apr. 8, 2025, near Fort Ransom, ND.
The operator said it is “actively progressing its response and recovery efforts, having repaired and replaced the impacted pipe, and recovered substantially most of the estimated release volume of 3,500 barrels of oil, working now to remediate the impacted soil.”
South Bow said it will continue its clean-up activities until the site has been fully remediated, and reports that continuous air quality monitoring has shown no indication of adverse health or public concerns.
PHMSA said Apr. 14 that the failed section of the 30-in. OD pipe will be transported to a metallurgical lab in Houston for testing.
