Moss Lake Partners targeting 2028 Permian gas pipeline start

The request to the Federal Energy Regulatory Commission (FERC) was filed Apr. 2.

The project will originate at a point near Red Bluff in Loving County, Tex., and terminate near Moss Bluff in Calcasieu Parish, La., to provide firm transportation of liquids-rich natural gas from the West Texas Permian basin to markets on the US Gulf Coast from Port Arthur, Tex., to Cameron Parish, La., including growing demand from LNG export plants as well as Moss Lake’s affiliated NGL export project, Hackberry NGL.

DeLa Express will consist of a 690-mile, 42-in. OD natural gas transportation mainline pipeline, five lateral pipelines totaling 60 miles (17.6-mile, 42-in. OD supply lateral in Culberson, Loving, and Reeves Counties, Tex.; 7.7-mile, 14-in. OD supply lateral in Loving County, Tex.; 4.6-mile, 18-in. OD supply lateral in Loving County, Tex.; 25.8-mile, 16-in. OD supply lateral in Midland and Upton Counties, Tex.; and 6.2-mile, 20-in. OD delivery lateral in Calcasieu Parish, La.), eight new greenfield compressor stations with 65,000 horsepower expected at each station, multiple meter stations, and related infrastructure.

Following the receipt of Commission authorization and other necessary regulatory approvals, DeLa Express expects to begin construction of the project in second-quarter 2026 and to place the project in service in 2028.

DeLa Express has completed certain planning and development work including project concept study; project pre-feasibility and constructability study; natural gas pipeline routing analysis; environmental permitting due diligence evaluation and desktop review; pipeline route refinement; preliminary engineering planning; and preliminary design basis including hydraulic calculations.
