P2 Energy appoints Lockhart as CEO
P2 Energy Solutions has named J. Scott Lockhart as CEO. Lockhart will lead P2's energy-sector software and geospatial data businesses. Lockhart holds over 20 years of technology industry experience. Prior to P2, he served as senior vice president of operational excellence and risk management at IHS. He has served in executive level positions at ESS, Rolls Royce, Data Systems & Solutions, and SAIC.
Williams appoints Dunn as COO
Micheal G. Dunn has been named executive vice president and COO of The Williams Companies Inc., effective Feb. 27, 2017. In this newly created role, Dunn will focus on optimizing operations to enhance Williams' competitive advantage and advance the execution of the Company's long-term growth strategy. Dunn most recently served as president of Questar Pipeline and executive vice president of Questar Corp. From 2010 to 2015, Dunn served as president and CEO of PacifiCorp Energy, a multi-state regulated electric power generating company and a subsidiary of Berkshire Hathaway Energy. Dunn graduated from the University of Oklahoma with a bachelor's degree in civil engineering. He is a registered professional engineer in the state of Oklahoma.
Boucher promoted to Clock Spring president, CEO
Clock Spring Co. LP has promoted Matt Boucher to president and CEO. Boucher was recruited as executive vice president and COO in June 2016 and was elected as president and CEO at the January 25, 2017 Clock Spring board of directors meeting. Boucher's career has focused on financial management and analysis, business strategy, and leading transformations. He joined Clock Spring from The Brock Group, a $1.5 billion specialty trade and maintenance services contractor to refining, petrochemical, power and industrial manufacturers, where he served as senior vice president, operations and transformation. Boucher holds an MBA from the University of Texas at Austin and a bachelor's degree from Bentley University in Waltham, Mass. He is a Six Sigma Green Belt. Parks joins Seaport Global Securities as managing director
Allen Parks has joined the Investment Banking Department of Seaport Global Securities as managing director of oilfield services. During the course of his three decades in the drilling, M&A advisory, and investment banking sectors, Parks co-founded Parks, Paton, Hoepfl, & Brown (PPHB) to provide financial advisory expertise to the oil field services sector where, over the course of his seven-year tenure, PPHB provided advisory services on approximately 100 transactions ranging from $10 million to $600 million. Allen also has led the oilfield service investment banking efforts at CIBC, World Markets, and Dain Rauscher Wessels (now RBC). Additionally, he spent 18 years with Dual Drilling Company starting on the rig floor through roles of increasing responsibility to become executive vice president and CFO. Parks received both a bachelor's degree and a master's degree from the University of Texas at Austin and attended the Advanced Management Program at Harvard.
Protiviti promotes Lopez to managing director in Houston
Protiviti, a global consulting firm, has promoted Edna Lopez to the position of managing director in the firm's Houston office. Hill joins Houston office of Hogan Lovells
Gregory C. Hill will join Hogan Lovells as a partner in the firm's Houston office. Hill focuses on representing clients on transactional matters including mergers and acquisitions, capital investment and fund formation. He works with private equity funds, as well as private and public companies on acquisitions, dispositions, mergers, joint ventures, and fund raising activities. Hill spends significant time advising clients in the energy sector, he also has significant experience representing companies in agricultural, financial services, technology, and waste/recycling and renewable sectors. In addition to his transactional practice, Hill represents boards, audit committees and special committees on matters related to conflict of interest transactions and internal investigations. He has an in-depth knowledge of the Foreign Corrupt Practices Act, the Office of Foreign Assets Control, and general financial fraud issues. Prior to joining Hogan Lovells, Hill was a partner in Locke Lord's Houston office where he chaired the firm's corporate governance practice. He earned his JD from Vanderbilt University School of Law and his bachelor's degree, cum laude, from Texas Christian University.
Vaquero Midstream appoints Blackim as VP of business development
Vaquero Midstream has appointed Kirk N. Blackim as vice president of business development. Blackim brings over 30 years of experience in management roles to Vaquero with involvement in business development, accounting, finance, operations and governmental regulation of midstream and gas transmission systems. Blackim joins from Crestwood Midstream Partners LP, where he served as the director of business development - gathering and processing. Prior to Crestwood, he developed gathering and processing projects with The Williams Companies holding titles including manager of commercial development and senior originator in Williams Corporate Strategy Development Group. He is a graduate of Washburn University of Topeka, Kansas with a BBA degree. He successfully completed the C.P.A. exam in 1983. He will be based out of Vaquero's office in The Woodlands.
Spivak Joins Baker Botts
Mark R. Spivak has joined the global projects practice group of Baker Botts LLP. Spivak is based in the firm's Washington, D.C., office. Prior to joining Baker Botts, Spivak was the co-chair of the project development and finance practice at Vinson & Elkins. Spivak's practice is focused on project development, project finance, and related transactions, including public-private partnerships and advising clients in the investment, acquisition and restructuring of domestic and international projects in the power generation, renewables, electric transmission, oil and gas and transportation sectors. He has particular expertise in representing sponsors in the development and financing of major energy infrastructure projects involving development funding institutions and export credit agencies. Spivak received his bachelor's degree from Muhlenberg College and his JD from Georgetown University Law Center.
Haynes and Boone CDG builds in London
Haynes and Boone CDG LLP has expanded its London office with the addition of three partners. Emma Russell and Zoë Connor join the firm as London partners in the finance group, where they will represent banks, investment funds and other clients on a range of finance transactions, including arranging capital commitment/subscription financings and other fund financings. Andreas Silcher rejoins the firm following time as general counsel of the liquefied natural gas (LNG) division of the Cardiff/Dryships group.He represents clients in transactional matters in the maritime and offshore energy sectors. Russell is an experienced finance lawyer and acts for lenders, borrowers and sponsors on a wide range of domestic and international financing transactions, specifically in the real estate finance and funds finance sectors. She has considerable experience advising lenders and funds on a range of financing products across all fund sectors, including private equity, real estate funds and funds of funds. Connor joins the firm from Ashurst LLP, where she advised a variety of lenders, borrowers, sponsors and financial institutions across a range of cross-border and domestic financing transactions, with a particular focus on the financing of investment funds and financial institutions. Silcher brings considerable experience to the firm, having worked more than a decade in the maritime, oil and gas, and finance sectors on a wide range of commercial transactions, from negotiating shipbuilding contracts to structuring complex multi-national joint ventures. He represents ship owners, offshore energy companies, shipyards and investors. Prior to his role as General Counsel at Cardiff LNG (UK) Ltd., Silcher worked for Curtis Davis Garrard LLP, which merged last year to become Haynes and Boone CDG LLP.
Robillard retires CFO post after 34 years at Hunt Consolidated
After 34 years of service to the company, Don Robillard is retiring as CFO of Hunt Consolidated Inc. Jamie Beggs will succeed Robillard as senior vice president and CFO of Hunt Consolidated Inc. Robillard's career with Hunt began in 1983 as the manager of international accounting. The next year he transferred to Yemen where he held various management roles at Yemen Hunt Oil Company, ultimately becoming vice president of finance. In 1992 Robillard returned to Dallas. Since then he has headed the finance areas of Hunt Oil Company and later Hunt Consolidated. Robillard will remain with the organization as CEO and chairman of ES Xplore LLC a direct hydrocarbon indicator technology company developed at Hunt. Beggs joined Hunt Consolidated January 30, as senior vice president and CFO of Hunt Consolidated Inc. Previously, Beggs worked for Celanese Corp. where she held a number of finance and business related positions over the last 10 years, including vice president and treasurer and CFO of the company's Materials Solutions division. Beggs earned a BBA and MPA from the University of Texas at Austin. After graduation she joined PricewaterhouseCoopers where she became a certified public accountant and served primarily oil and gas audit clients. Subsequently, she relocated to Dallas to work for the Public Company Accounting Oversight Board before joining Celanese. Hunt Consolidated Inc. is a diversified holding company directed by Ray L. Hunt, Hunter L. Hunt and Christopher W. Kleinert with its major subsidiaries engaged in oil and gas exploration and production, refining, LNG, power, real estate, investments, ranching and infrastructure.
Anadarko elects Farley to board
Anadarko Petroleum Corp. has elected Claire S. Farley to serve as an independent director of the company. Farley serves as vice chair of energy, advising KKR & Co. LP's Energy group. Prior to joining KKR in 2011, she was co-founder and co-CEO of RPM Energy LLC, a privately owned E&P, which partnered with KKR. Prior to founding RPM Energy, Farley was a senior advisor at Jefferies Randall & Dewey, and was co-president of Jefferies Randall & Dewey from February 2005 to July 2008. Prior to that, Farley served as CEO of Randall & Dewey, an oil and gas asset transaction advisory firm, from September 2002 until February 2005, when Randall and Dewey became the Oil and Gas Investment Banking Group of Jefferies & Company. Farley has extensive oil and gas exploration expertise, holding several positions within Texaco, including president of worldwide exploration and new ventures, president of North American Production and CEO of Hydro-Texaco Inc. She also served as CEO of Intelligent Diagnostics Corp. from October 1999 to January 2001 and of Trade-Ranger Inc. from January 2001 to May 2002. Farley serves as a director of LyondellBasell Industries N.V. and TechnipFMC plc. In addition to her public directorships, Farley also is a board member of Samson Resources. Farley holds a bachelor's degree from Emory University.
Western Gas makes management promotions
Western Gas Partners LP (WES) and Western Gas Equity Partners LP (WGP) (collectively the "partnerships") have named Benjamin M. Fink president and CEO. Fink has served as the senior vice president, finance and CFO of WES since 2009 and of WGP since its formation in 2012. Don Sinclair, in anticipation of his ultimate retirement, has stepped down from his WES and WGP officer positions, as well as his role as senior vice president, midstream at the partnerships' sponsor, Anadarko Petroleum Corp. Sinclair will continue to serve as senior advisor to Anadarko and the partnerships. Fink also will replace Sinclair as a director of the partnerships and will remain the partnerships' principal financial and accounting officer until his successor is named. In addition, Craig W. Collins has been named senior vice president, operations and COO of the partnerships; and Philip H. Peacock has been named senior vice president, general counsel, and corporate secretary of the partnerships. Peacock previously served as vice president, general counsel, and corporate secretary beginning in 2012. Fink has 25 years of financial and operational experience and joined Anadarko in 2006. He holds a bachelor's degree from the Wharton School of the University of Pennsylvania, and is a Chartered Financial Analyst. Collins joined Anadarko in 2003 and has held positions of increasing responsibility including general manager of midstream commercial development, and most recently as director of midstream engineering. He holds a bachelor's degree from Texas A&M University and an MBA from Rice University. Peacock joined Western Gas in 2012. Previously, he was a partner practicing corporate and securities law at Andrews Kurth LLP, which he joined in 2003. Peacock holds a bachelor's degree from Princeton University, a master's degree from the University of Houston, and a JD from the University of Virginia. He is licensed to practice law in the state of Texas.
Flowserve makes CEO, CFO changes
Flowserve Corp., a provider of flow control products and services for the global infrastructure markets, has appointed R. Scott Rowe as president and CEO, effective April 1, 2017. Rowe succeeds Mark Blinn who previously announced his intention to retire. Rowe will also join the Flowserve Board of Directors. In addition, the company has named John E. (Jay) Roueche III, the company's vice president, investor relations and treasurer, to the role of interim CFO. Roueche's appointment follows Karyn Ovelmen's departure from the company as executive vice president and CFO. Rowe brings nearly 20 years of senior leadership and operational experience in the industry to Flowserve. He most recently served as president of the Cameron Group, a position he assumed in April 2016 following the merger between Schlumberger and Cameron International Corp. At Cameron, Rowe served in a variety of progressive roles during his 14-year career, culminating as its president and CEO. Rowe holds a bachelor of science in engineering management from the United States Military Academy at West Point and an MBA from Harvard Business School. As planned, in connection with Rowe's appointment, Blinn will step down from the Flowserve Board, effective March 31, 2017. Flowserve's new interim CFO, Roueche, has served as vice president, investor relations and treasurer, since October 2012. He previously served as vice president, investor relations and treasurer, of McDermott International Inc. Flowserve will initiate a search to identify a permanent CFO under incoming president and CEO Scott Rowe's direction.

Cleve Glenn has been promoted to partner in the Houston office of law firm Seyfarth Shaw.
