ELF U.K. REFINERY TO GET HYDROTREATER

Elf Oil (U.K.) Ltd. has let a 5 million ($8 million) contract to AMEC Process & Energy Ltd., London, for construction of a distillate hydrotreater at its Milford Haven, South Wales, refinery. The unit will form part of a hydrodesulfurization plant being installed at the refinery to meet new European Commission diesel fuel sulfur content rules due to take effect in October 1996. The desulfurization plant, due on stream before third quarter 1996, is being built at a total cost of 71 million ($114 million). Milford Haven refinery is a 100,000 b/d capacity plant owned by operator Elf 70% and Murco Petroleum Ltd. 30%. AMEC will carry out construction work on the hydrotreater, including off-site fabrication and erection of pipework, structural steelwork, and installation of major equipment. The latest contract follows a 36 million ($58 million) award to AMEC in 1994 for construction of an isomerization unit to boost the refinery's yield of unleaded gasoline.
