Beloved husband, father and friend, William Vance Moyer II, passed away March 2 at his home in Annapolis, Md. after a battle with non-smokers lung cancer. He was 52. Moyer spent his entire professional career in the oil and gas finance industry.

For the past eight years he served thousands of independent oil and gas members as vice president of business development/capital markets/membership for the IPAA. Prior to joining IPAA, he was a consultant to KPMG Financial Services Consulting Group and MoneyZone.com, Texas Commerce Bank and Kidder, Peabody & Co. He was born in Bloomsburg, Pa., but spent most of his adult life in Houston. He served four years as a quartermaster aboard the USS ALBANY, sailing most of the Mediterranean Sea. He earned a bachelor’s degree from the University of Texas at Austin and an MBA from the University of Houston. Among others, Moyer is survived by his wife Lisl and their three children. Bill Barrett mourns death of board member Schreiber

Denver-based Bill Barrett Corp. is mourning the passing of board member Philippe S.E. Schreiber. Schrieber passed away on February 14 at the age of 68. Schreiber served as a director of the company since February 2002. “We have lost a friend, mentor, and trusted advisor,” commented chairman and CEO Fred Barrett. “Philippe served us well as a member of our board of directors and as a member of the audit and compensation committees. His thoughtfulness and guidance in good times and bad will be sorely missed. On behalf of Bill Barrett Corporation and our board of directors, I extend our deepest sympathy to his wife, Patricia, and family.”

Royal Dutch Shell proposes new CFO

On May 1, the board of Royal Dutch Shell will appoint Simon Henry, currently executive vice president finance in Shell International E&P, as CFO to succeed Peter Voser who becomes chief executive on July 1. At the company’s Annual Meeting on May 19, the board will propose that Henry be appointed executive director. Additionally, Maarten van den Bergh has elected to retire as non-executive director. He has served the company for 41 years. The board will propose the election of Jeroen van der Veer as non-executive director, after his retirement as chief executive on June 30. It is expected that he will become a member of the corporate and social responsibility committee.

Robertson retires from Chevron, Watson earns vice chair post

Chevron Corp.’s vice chairman, Peter J. Robertson, has retired after more than 35 years of service. He is succeeded by John S. Watson, who previously served as executive vice president of strategy and development. Additionally, Charles A. James has been promoted from vice president and general counsel to executive vice president of Chevron. Robertson joined Chevron in 1973. In 1994, he was appointed vice president, strategic planning, for Chevron Corp. He held this post until being named president of Chevron USA Production Co. in 1997. In 2000, Robertson became president of Chevron Overseas Petroleum Inc. He has served as vice chairman since 2002. Watson joined the company in 1980 after earning an MBA from the University of Chicago. In October 2001 he was named vice president and CFO. He became president of Chevron International Exploration and Production in 2005. James joined Chevron in 2002 after serving as assistant attorney general in charge of the Antitrust Division at the US Department of Justice.

Anadarko shuffles corporate leadership

Anadarko Petroleum Corp. has made management changes. Al Walker, formerly senior vice president, finance and CFO, has been named COO. Karl Kurz, formerly COO, has left the company to pursue other interests. Robert G. Gwin, formerly senior vice president, has been named to replace Walker as senior vice president, finance and CFO. Walker will continue as chairman of Western Gas Holdings LLC, the general partner of Western Gas Partners LP, a publicly traded midstream MLP controlled by Anadarko. Gwin continues to serve as president, CEO, and a director of Western Gas Holdings LLC.

Adkins, Love join as partners at Burleson Cooke

Ward N. Adkins Jr., former named partner at Brown & Adkins LLP, has joined Burleson Cooke as a partner. Adkins is Board Certified in Oil, Gas and Mineral Law and will practice in the Title group. Adkins earned his undergraduate degree from Trinity University in San Antonio and his law degree from the University of Houston. John J. Love, the former Deputy Commissioner for Patent Examination Policy with the US Patent and Trademark Office, has joined the firm as a partner. Love earned his undergraduate degree from the University of Detroit and his law degree from Georgetown.

Craighead succeeds Barr as Baker Huges COO, Arthur Soucy named VP

Baker Hughes Inc. has promoted Martin S. Craighead to the position of senior vice president and COO. David H. Barr retires from the company on April 30, 2009. Craighead has over 27 years of industry experience and was most recently president of the company’s drilling and evaluation group. He earned a bachelor’s degree from Pennsylvania State University and an MBA from Vanderbilt University. Barr has spent over 36 years in the industry, most of it at Baker Hughes. He joined Hughes Tool Co. in 1972. Additionally, Baker Hughes has appointed Arthur L. Soucy vice president supply chain. He will report to Craighead. Soucy most recently served as vice president, global supply chain for Pratt and Whitney. He holds a bachelor’s degree from Lesley University in Cambridge, Mass. and an MBA from Massachusetts Institute of Technology.

VeazeyKnight Oil Tools has named Robert C. Veazey CFO. Veazey will oversee all financial affairs of Knight’s subsidiaries and affiliates. He joins Knight after the sale of Veazey and Co., a firm of CPAs and business consultants he founded. Veazey is a University of Louisiana graduate.

Apache promotes three to office of chief executive

Apache Corp. has restructured its top management. G. Steven Farris, chairman and CEO, has formed an office of the chief executive and promoted three executives. Roger B. Plank, Apache’s CFO since 1997, was named Apache’s president. Plank has been an executive vice president of the corporation since 2000. In addition to his current responsibilities, Plank will lead the business development, internal audit, and policy and governance groups. John A. Crum, president of Apache Canada Ltd. since 2007, was named co-COO and president - North America. Crum was named executive vice president in 2000. He will lead the Gulf Coast, Central and Canada regions as well was the worldwide drilling, corporate EH&S, and purchasing groups. Rodney J. Eichler, general manager of Apache’s Egypt Region since 1997, was named co-COO and president - International. Eichler, was named executive vice president in 2000. He will lead the North Sea, Egypt, Australia, and Argentina regions.

Gustafson, Ward exit UBS for Deutsche Bank

Sten Gustafson and David Waring have left UBS. Both will serve as managing directors at Deutsche Bank. Gustafson will develop Deutsche’s global oilfield services practice from Houston. Previously, Gustafson served as a managing director in the Global Energy Group at UBS Investment Bank. He joined UBS in 2004 from Morgan Stanley. He earned a law degree from the University of Houston and a bachelor’s degree from Rice University. Ward joins Deutsche Bank as head of energy for the Americas and will continue to be based in New York. Ward served as a managing director responsible for the global energy mergers and acquisitions practice of UBS Investment Bank. Prior to joining UBS in 2005, he covered the energy industry for Deutsche Bank, Morgan Stanley, and Salomon Brothers. He earned an MBA from Columbia and a bachelor’s degree from Villanova University.

GulfMark Offshore, a provider of marine transportation services to the energy industry, has appointed two new vice presidents. David Rosenwasser has been promoted to vice president – Americas. He has served the company since 2001, most recently as area manager of Brazil. He holds a JD from New York Law School and a bachelor’s degree from Texas A&M University. Lee Johnson has joined the company as vice president – IT and chief information officer. He has over 25 years’ experience. Previously, Johnson was with Tatum LLC as a partner and practice leader for Houston’s technology organization. He holds a bachelor’s degree from Pennsylvania State University and attended the Executive Masters Program at Southern Methodist University.

Chilton to lead CFTC’s Energy Markets Advisory Committee

Bart Chilton, a member of the US Commodity Futures Trading Commission, was appointed chairman of the CFTC’s Energy Markets Advisory Committee on March 10. Chilton will succeed Walter L. Lukken who has been the EMAC’s only chairman since it was established in February 2008. The committee’s purpose is to conduct public meetings, to submit reports and recommendations to the commission, and to address issues concerning energy exchanges, firms, end users and regulators, according to its charter.

Devon names Hager to head E&P operations

Devon Energy Corp. has appointed David A. Hager to the position of executive vice president, E&P. Hager joined Devon’s board in 2007. He resigned from the board upon his appoinment. He served as COO of Kerr-McGee Corp. prior to its merger with Anadarko Petroleum Corp. in 2006. He has more than 25 years of oil and gas exploration and production experience. He has a bachelor’s degree from Purdue University and an MBA from Southern Methodist University. Hager fills the position previously held by Stephen J. Hadden. Hadden has left the company to pursue other opportunities.
