Hindustan Petroleum Corp. Ltd. (HPCL) has let a contract to Petrofac Ltd. to provide engineering, procurement, and construction services for a unit to be added as part of HPCL’s previously announced program to expand and modernize its 8.3 million-tonne/year Vishakhapatnam (Visakh) refinery in Andhra Pradesh on India’s southeastern coast (OGJ Online, Mar. 21, 2017).
Petrofac’s scope of work under the $200-million, lump-sum contract includes delivery of EPC as well as licensing and commissioning services for a sulfur recovery unit (SRU) block package, which will be built within the existing refinery, the service provider said.
Duration of the EPC contract is 30 months, Petrofac said without disclosing a specific timeframe for when it would begin work on the project.
Petrofac did not reveal details regarding the capacities or technologies to be implemented at the new SRU block.
Alongside increasing the refinery’s crude processing capacity by 6.7 million tpy to 15 million tpy, HPCL’s Visakh refinery modernization project (VRMP) intends to boost its production of low-sulfur fuels conforming to Euro 5 and Euro 6-quality standards (OGJ Online, Jan. 5, 2018).
HPCL most recently said it expects to reach mechanical completion on VRMP in July 2020 (OGJ Online, Mar. 7, 2018).
